Duke working to stop solar in South Carolina

Duke knows that a $28 to $29 monthly fixed service charge for residential customers seeking to get a PV system on their roof will kill the financial benefit calculation for those homeowners interesting in evaluating this option.
Many utilities are considering ways they can turn customer interest in Distributed Generation into potential revenue streams. But this move by Duke will "stop rooftop solar dead in its tracks" in this state. Few utilities in the USA have a much regional power as Duke. Let's hope those who oppose this proposal, the rooftop solar advocates are heard by the South Carolina Public Utilities Commission.
From the Article: "Increasing fixed charges has been a tactic of utilities to claw back more revenue from its customers who install solar and/or to kill rooftop solar markets outright. What these charges mean under net metering is that when customers install solar they can only eliminate so much of their electric bill, as even if they wipe out their total usage the basic monthly charges remain. This in turn weakens the economics of rooftop solar and lengthens payback times of systems."
